我が国の高齢化は世界に例を見ない速度で進展している一方で,生産年齢人口は減少の一途を辿っており,介護分野においても慢性的な人手不足が大きな課題となっている. 厚生労働省はこのような問題意識を背景に,介護分野における生産性向上に資するガイドラインの策定をはじめ,調査研究事業や研修会の開催等を通じて,介護現場の生産性向上に向けた取組を推進している. 生産性向上に向けた取組は様々考えられるが,なかでも大きな期待を寄せているのが,介護ロボットやICTに代表されるテクノロジーの活用である. これまで国や自治体は,導入補助金といった経済的な側面を中心に介護現場へのテクノロジー導入を支援してきたが,近年,せっかく導入されたテクノロジーが介護現場で有効に活用されず,“倉庫で眠っている“という実態が明らかになりつつある. そこで本稿では,テクノロジーの導入活用支援およびテクノロジーの開発支援を目的として令和2年度から実施されている「介護現場の生産性向上に向けた介護ロボット等の開発・実証・普及広報のプラットフォー ム事業(厚生労働省)」に着目し,事業内容を概説するとともに,現在までの取組から得られたいくつかの事例について考察する. 具体的には,介護現場におけるテクノロジーの導入活用プロセスを外部支援者が伴走的に支援する取組や複数の専門機関や有識者が連携し開発企業を支援する仕組みである. 本稿が,当該分野の研究者および介護現場や開発企業に従事する多くの方の目に触れ,介護現場の生産性向上に少しでも貢献できれば幸いである.

Abstract
The Japanese aging population is progressing at an unprecedented rate globally, while the working-age population is steadily declining, leading to a chronic shortage of manpower in the field of nursing care. Against this backdrop, the Ministry of Health, Labor and Welfare has initiated efforts to improve productivity in the nursing care sector by formulating guidelines, conducting research projects, hosting workshops, and promoting initiatives aimed at enhancing productivity in the nursing care settings. While various measures can be considered to improve productivity, there is particularly high expectation placed on the utilization of technology, such as nursing care robots and ICT, to drive productivity enhancements. So far, national and local governments have primarily supported the introduction of technology into nursing care facilities focusing on the economic aspects, such as subsidies. However, in recent years, it has become evident that even though technology has been introduced, it is not effectively utilized in nursing care facilities. There- fore, this paper focuses on the “Platform Project for Development, Verification, and Promotion of Nursing Care Robots, etc., for Improving Productivity in Nursing Care Settings (Ministry of Health, Labour and Welfare)”started from fiscal year 2020 with the aim of supporting the introduction and utilization of technology and the development of technology. The paper explains the projectʼs content and examines several cases obtained from the efforts made so far. Specifically, it discusses initiatives where external supporters accompany the process of introducing and utilizing technology in nursing care settings and mechanisms where multiple specialized institutions and experts collaborate to support development companies. We hope that this paper will attract the attention of researchers in nursing care field, as well as many people working in nursing care facilities and development companies, and that it will contribute to improving the productivity in the nursing care settings.
