<抄録>
目的:健康危機に対応するためのエビデンス創出と政策反映の迅速化を目的として,ワークショップ形式による研究者と行政官の対話の場を設け,その開催手法および協働体制構築の可能性を検討した.
方法:新型コロナウイルス感染症対策に従事した経験を持つ研究者と技術系行政官を対象に異なるテーマで 2回の対面式ワークショップを実施した.各回の参加者は異なるメンバーとした
結果:参加者の議論から,①平時からのネットワーク構築と相互理解の必要性,②研究と行政調査の役割分担の明確化,③迅速なデータ収集・解析基盤と専門人材の確保,④研究成果を政策に反映させる仕組みと政策の方向性の決定を担う行政トップ層への情報伝達強化などが共通の重要課題として抽出された.これらの提案は,短期的に実行可能な改善策と中長期的に整備すべき制度改革に整理された
結論:本ワークショップは,研究者と行政官の顔の見える交流の場として有効であり,平時からの協働関係の構築を通じて,将来の健康危機対応をより実効的にするための具体的提言を導き出した.

Abstract
Objectives: With the aim of enhancing the rapid generation of evidence and its reflection in policy during emergencies, we designed and conducted in-person workshops to facilitate dialogue between researchers and government officials. This study examined both the implementation methods of such workshops and the potential for building a collaborative framework.
Methods: Two in-person workshops on different themes were conducted with researchers and technical government officials who had experience in Coronavirus Disease 2019 (COVID-19) countermeasures. Each workshop was held with a different group of participants
Results The discussions revealed four key recommendations: (1) establishing networks and mutual understanding between researchers and officials during normal times, (2) clarifying the roles and objectives of research versus administrative surveys, (3) developing rapid data collection and analysis systems with sufficient human resources, and (4) strengthening mechanisms for translating research findings into policy,including effective communication with senior decision-makers responsible for setting policy directions.The proposals were categorized into short-term actionable improvements and mid- to long-term structural reforms.
Conclusion: The workshops proved effective as a platform for face-to-face dialogue, providing concrete insights and practical recommendations for strengthening collaboration between researchers and government officials, thereby improving preparedness and response to future health crises.
