CBRNテロ対策の動向

抄録
平成 7 年に発生した「地下鉄サリン事件」を皮切りに，米国での同時多発テロなど相次ぐテロ事件の発生を踏まえ，我が国でも，「NBCテロ対策会議」の設置や有事法制の整備が行われるなど，順次テロ対策の強化が進められてきた．近年，「化学テロリズム対策についての提言」がとりまとめられて国による化学テロ対抗医薬品の確保・配備が行われるとともに，「NBCテロ対処現地関係機関連携モデル」の改訂が行われてCBRNテロへの対処体勢の構築が進められるなど，「2020年東京オリンピック・パラリンピック競技大会」等の開催を見越して，更なるテロ対策の強化が図られている．

Abstract
CBRN events such as the Tokyo subway sarin attack and the September 11 attack forced many countries to strengthen their counter-terrorism measures. Ever since, Japan has set the NBC counterterrorism conference in the government, and also enacted emergency legislation on national security. To prepare for the G7 summit and the up-coming 2020 Tokyo Olympic/Paralympic games, Japan has recently taken further action. In FY 2014, a national stockpile for medical countermeasures were made based on discussions and proposals by the conference for health emergency management. In 2016, the CBRN response framework was revised to strengthen cooperation between first-responders in different agencies.
