＜抄録＞
【目的】
近年，思春期の子どもたちを取り巻く課題が複雑化・多様化する中，市では将来の孤立を防ぐ土台として，生命の尊厳や自他尊重の理解，および適切な相談行動の促進が重要であると認識した．本報告では，教育と福祉の部局間連携を通じ，全ての児童生徒に体系的な教育機会を保障する「思春期講座」の構築と展開について述べる．
【方法】
令和 3 年度に多部局（こども若者支援，健康推進，男女共同参画，教育等）及び専門家・学校関係者からなる検討委員会を設置した．学校現場との調整，モデル実施，アンケート調査に基づく改善を繰り返すことで，国の「生命の安全教育」の趣旨を踏まえた標準化されたプログラムを開発した．令和 4 年度より市内全公立小中学校で実施し，タブレット端末を活用したアンケートにより児童生徒の反応を把握している．
【結果・考察】
本講座は，予防教育と相談・支援を一体の導線として設計し，学校の教育活動の一部として体系化を図った．特に，教育・福祉・保健部局と学校現場が緊密に情報共有し，指導要領との整合性を担保したことで，教育現場で実現性の高い持続可能な体制が構築された．また，講座後のアンケート結果や講師の所感を関係機関で共有することで，個別の相談支援へと円滑に接続する仕組みが定着している．今後はこの連携を深化させ，ライフステージを通じた切れ目のないプレコンセプションケアの推進につなげていく．

Abstract
[Objective]
As issues involving adolescents become increasingly complex and diverse, this city recognized the importance of fostering an understanding of the sanctity of life and mutual respect, and of promoting appropriate help-seeking behavior as the foundation to prevent future social isolation. This report describes the development and implementation of "Adolescence Seminars," which have been designed to ensure systematic educational opportunities for all students through inter-departmental collaboration between educational and welfare services.
[Methods]
In FY2021, an overseeing committee comprising members from various departments (child support,health promotion, gender equality, education, etc.), experts, and school personnel was established. By repeating the process of making adjustments for schools, pilot implementation, and improvement based on student surveys, a standard program aligned with the national "Safety Education for Life" policy was developed. This program has been implemented in all public elementary and junior high schools in the city since FY2022, and student feedback was collected via tablets.
[Results/Discussion]
The seminar integrates preventive education with counseling and support services, structured as part of school educational activities. Close information sharing by education, welfare, and health departments in alignment with the National Curriculum Standards has facilitated a sustainable framework that is practical for school settings. Sharing of survey results and instructor insights among the relevant organizations ensures a seamless transition to individual support when needed. We aim to strengthen this collaboration to promote continuous preconception care throughout all life stages.
